low fps and high ping

Do you have any background tasks such as an auto backup program running on your PC?
High ping usually indicates network issues, if you or someone on your network is hogging all of the bandwidth then that might create the issues you're experiencing.
Log into your router's admin page and see if you can't check for network usage on there, I can't direct you on this, you'll have to find a manual or contact your ISP.
Other issues might be with your connection itself, your ISP should be able to check that for you.
