Or is it that the pass isn't ready and that their using it as an excuse?

Season 4 was timed to coincide with the next Call of Duty reveal, and the PlayStation 5 reveal, sooo... it's not that. It's about not taking advantage of the riots/virus. They did it with the PS5 reveal. It was originally planned earlier.
