Warzone Why does the ban system not apply to streamers that cheat?

I do not understand how Activation have not banned Diaz Biffle?
They know about him as he has just returned from another shadow ban.
The evidence is clear and when confronted he gives the bird, you cant get near him as he has mutants guarding him.

If it were up to me I would make a public showing of high profile steamers to send a message out. I would wait until he has a higher than average viewer count and is in a top 10 position then hit him, not with a Shadow ban, but full account lockdown, hardware, IP, Activision account disabled, Blizzard account blocked and then some. That should send out a message to all cheats and would be game breaking hackers.

My friend told this idiot said he does it on purpose to gain views and followers but he doesn’t really cheat. I’m so done with this fucking game.
