ASRock Motherboard NO POST NO LED ERROR

I have got an ASROCK motherboard I am trying to get going..

Fans come on, PSU checks out good.. But I get no POST, no pwr indicators on the MB and the LED Error Code lights are dark...

Is the board grounded to the chassis? From the picture I would say yes and I assume the cpu and ram are properly seated. Are all the power connectors fully inserted? Again, I would assume so. Most likely the mb is toast.
 
Service Mangler at the location down the street has a bad reputation of closing his laptop and tossing it in his bag for the ride home.

He has melted/ destroyed two laptops and fans doing this due to overheating them with zero air circulation.

Well I pulled the last fan out and it had detonated there was fan shrapnel all thru the chassis of his laptop. I game it a vacuum out and did the ole tap every side from every angle at every direction. trying to dislodge any pieces I could not see and or find easily.

Well new fan went in unit fired up and it all worked fine sent it on its way back to him.

He had it 2 months and then complained that he could not hear the fan come on one day and the machine warned him there was a fan error.
About a month later I am finally in his office working on one that needs a battery. So I grab his to look at it I notice its hot as a stove burner. I do the Dell diagnostics it fires back a fan is not responding code.
Pull the cover try to rotate the fan its jammed stuck. rotate it backwards and with a little force it rotates back and a piece of the old fan is found wedge in it so it was binding the fan up. Sigh yeah I missed a piece. It had to have been stuck pretty well and just came loose after being knocked around just enough.
