I've unlocked the tempered plates , I got all the stuff to barter for them, get to the buy station and they're not in the 'Barter' list. What else am I supposed to do?

did you check different buy stations i believe some have it and some dont and it changes around but im not sure

I cannot recall if there is a "mission" you have to do that allows you access to the barter system also.

On top of killing the "boss" that allows you access to a specific item. ie. tempered plate carrier.

I just got the 3 plate coms vest last night opened up. Man what a kick in the balls trying to find an encrypted HD sucks.. I know you can make a 3 plate medic vest in like 5 minutes but it takes 20 mins for a coms vest...

They seem to turn up in the building in Sawah village that you jump from to get in the window opposite. In fact it's worth looking in any of those types of building, there's one opposite the port and one in Akhdar village, must be others but I haven't found them yet
