Xbox Live Can't play Zombies DLC offline?

I have been trying to play system link with some mates recently and want to play some of the older maps. However, every time I go onto selecting the maps it will not allow me to choose any of the DLC ones. When I try to choose the DLC maps, all it does is say I have to purchase them and then tries to bring up the store menu. They were all downloaded to my hard-drive so I assumed they would be available offline? I had to re-download the BLOPS 2 pack and then was able to play it via system link, but as soon as I turned the 360 off and came back to play it, it came up with the same message as before.

Is there a way to keep them available offline so I can just play them at any point? Or do I have to just keep downloading them every time I want to play?

In the previous COD titles, you could play DLC's offline, but it sounds like you can't in BO2. Local play/LAN play are pretty much offline, unless you connect both players online. And both players has the DLC.

That's what it sounds like to me.

Yeah I can play all the Black Ops 1 DLC with no problems so thought it was strange that I couldn't with the others. I'll just have to keep downloading them before I system link and then play them that way.
