Well there are 2 different ways you can have latency issues: From your Xbox to your Router (rarely is the case, but the worse the router the greater the possibility) and from your Internet service to Xbox servers.
If Taiwan has very few servers dedicated to Xbox or if they have them placed poorly, you could be far away from any xbox server and this will cause your extreme latency. I'm not saying this is exactly the issue, but there's a possibility. I, however, don't think Taiwan would have this problem.
There can be problems between your Internet service and Xbox's servers causing latency. Sometimes they just don't want to "cooperate" with each other and the thing to do would be to ask friends who have different internet services that also play xbox if they're experiencing latency. If they aren't having the latency problems then changing your internet service would be an option worth considering. I don't know how many different providers there are in Taiwan so this is just general advice. Also consider if they live in the cities and you live on the countryside (not saying you do) then they're bound to have less latency since more densely populated areas are typically closer to servers for basically everything (including xbox).
That's all the advice I can give really, I've had problems in the past with lag and latency and sometimes there's no viable option. Sometimes it's just not worth it to do anything. I know the feeling: you spend all this money on an Xbox One, you spend money on games for it like COD: Ghosts, and then it's basically unplayable. It's one of the worst feelings in the world to me, it's like you just wasted all of this money for nothing.
Well, you could get a new router, which is what I suggested - and @Atlas of Karma reflects what I think. In fact, I couldn't have said it better than he has. He put it perfectly.I live really close to my friend..I'm not entirely sure what provider he uses. Latency/lag is just SOOOO annoying.
