According to the site, I do not Have permission to view the page or perform this action. If someone could give me permission then I could fill out the application straight away.

so you hav created a sign in name and are able to log on?
Sounds like an admin thing. Get your admin to approve the account at the site. He said he created an account, but can't do anything because his permissions are limited. That means he's currently stuck at the "approval" wall.
Either the user hasn't clicked the confirmation link (as he should).
Or the admin hasn't approved his account.

Sorry that you both cannot sign up. We are a 18+ clan and thats just part of the rules. Bad experiences with younger members in the past.
