I can't kill in 15 hits but my enemies can kill me in 4

I have been having this issue ever since season 6 started. Ill be playing multiplayer and hit someone 6 times in the head. They then turn around and shoot me 4 times and I'm killed. I watch the kill cam and they don't even hit my head. Its usually my torso or legs and I die? How does that even work. If I shoot you in the head more times then I get shot in the body, why aren't they dying? Cod has just gone to shit.
