I won't spoil it for those of you who have not finished the story campaign, but at the climax of Black Ops 2 is an enemy with a solid purpose. Yet, is an evil mofo hellbent on revenge, and he takes it 10x's further.
For me, Raul became my new memorable antagonist after Bane's convincing revolution in The Dark Knight Rises.
