Isn't a upgrade in a game (IE MW to MWII to MWIII) supposed to be an upgrade in technology. Like a new upgrade game engine..

How much of a leap can there be, technological wise, if we're playing MW 3 on the MW 2 game engine???
 
The leap can be huge. Little known fact here is that maps or games that are treated as you say does not come about without a cost and usually a high cost. Though the evolution from MW, MW2 to MW3 may look like it is the same thing for the most part (if we are looking at maps from one game to the next for example) the game engine changes because the probable new technologies available can only be incorporated by some degree of new coding. This generally has a trickle effect and the example that I will use is a map that was in MW and is now in MW2 or MW3. The source code for the original map works within the engine from that time. When it gets updated in a newer release version the map has to be updated accordingly to work with the new engine coding. It is not uncommon for the map to be ported (completely rebuilt from scratch to look like the old original but has now been re-created with newer textures and what ever other things were needed to make it work with the upgraded engine.
 
Simply "RUMOURS" as far as Im concerned. Lots of people, streamers etc with a lot to say imho.

Regardless, if they modify the engine then any re-purposed map will most likely have to be similarily modified. Doesnt matter to me as I will play whatever map loads as long as the game runs fairly well.
 
So what are up with all these reports being tossed out that its all the same DLC or whatever?

Sounds like they are just reusing the same platform and giving it a new spit shine

Modern warfare will only be 16 old multiplayer maps from 2009 and zombies. 70 dollars what a scam
If the new game is even half as much as the original MW3 was, then I would happily buy that game, IMHO, MW3 (2011 release) was the best CoD (and the first) that I have ever played. It had excellent maps, gameplay was amazing, and I sunk hundreds of hours into that game, and hope to be able to that again!
