Why my pc is broken?

Hello everyone.
I'm a hungarian person, whos really want to play with mw2.
I upgraded my old socket 1200 intel pc with a better cpu and more ram.
But others said to me, i got an old motherboard for this setup.
I linked u a video, wheres absolutely can see what my problem with the performance what my pc show me.
And this small laggs are not only in mw2. example in cs2 theres small laggs too, i linked the video too.

I hope u got some tips and advices for me, because i'm really disappointed with my pc.
Thinking about switch to a new Series x.
