Low FPS, stuttering no matter what setting

Cold War once loaded drops to around 4 fps no matter what setting I do, low, high, etc. If I tab out and go back into cold war about 8-10 times the fps will stabilise to around 140 fps. However only for a short amount of time. I have an i9-9900k paired with a 3080 FTW3, 32gb of ram and running on an m.2 with all updates done. Deleted and completely new install of cold war and still hasn't fixed the issue. Haven't played for 2 months so don't know if anything has changed. Cant play the game at all but Warzone works perfectly fine.
 
A few things come to mind?

What is the rating on your power supply? And what brand is it.

As the 3080 has only been out a short time and the 9900k has been out longer, I'm assuming the 3080 was an upgrade from a GPU in a previously built system.

A 3080 needs at least 850 watts from the power supply for recommended specs or 750 watts minimum,. I would go higher if you need to update your current PSU, the 9900k likes a lot of power too.

Is the PC performing as expected in other software? I would try running some free benchmarks suites like Unigine Heaven and I think Unigine has a Ray Tracing test as well, once tested compare your results to similar spec PCs by searching for results online.

Also try it with just 16GB of ram by taking out 1 pair of sticks, I'm assuming you're running 4x8GB from a single 32GB kit.

Once you have tested the first pair take them out and test the second to check for ram issues. If 1 set of 16gb works ok and the other doesn't then test with 1 of the poor performing pair then the other to see if you have a bad ram stick issue.

Let me know if you're running 32gb using 2 sets of 16gb, as these might not be matched and could also be the cause of your stability issues.

Ok. Well that's good, it rules out any hardware issues and shows the issues are with just the one title.

Have you tried rolling back to an earlier dinner version or looking on the nVidia website to see if there are known issues with the driver version you're using?

Have you tried doing a full, clean driver re-install using Display Driver Uninstaller (DDU) and then installing the latest version?

Have you tried to repair your game using the tools in the BattleNet launcher?
 
Sorry for the typo above, my phone corrected driver and decided I meant dinner!! Please don't eat your GPU :D

Other things to check, is your GPU running the most current BIOS version?

You can check which BIOS you're running with GPU-Z which is a free download. Look at what GPU-Z reports as your BIOS version and then check on the manufacturer's website to see what the latest version is. Update if you don't have the la a version following the manufacturer's instructions

Also using GPU-Z make sure you're GPU is set to run on 16x PCI-e lanes, this was a common issue with earlier RTX 30xx cards and a BIOS update should fix that, so the BIOS fix above might do this as well.

Check to see if your game is flickering between full screen and borderless mode, if it is you might be able to fix this by down clocking your GPU a little bit

Make sure nVidia Reflex is turned off in game but turn Low Latency in the drivers to the 'On' setting, don't use the 'Ultra' setting.

I'll post more ideas if I think of any more later.
 
Same for me, I play at 2560*1440 and get mostly 150-170 frames per second with some drops to 110fps, that's normal for this game.

What's not normal is for an i9 9900k with 32gb of high speed ram and an RTX 3080 to drop as low as 4fps and then get stuck there until the user tabs out and in back into the game a few times before the frame rates stabilise.

I'm starting to think that there is a task or app that's interfering with the game, it might be something like internet security or a game launcher that's saturating the network with updates and downloads, but we haven't heard back from the op in while.

If your issue is similar then post here, if it is different then start a new thread so we can examine in there.
